Shutesbury Connecting Residents to Muni Fiber in Massachusetts

Community members in Shutesbury, Massachusetts, are now receiving fast affordable, reliable connectivity in their homes and businesses delivered via their publicly owned broadband infrastructure.

It's Happening and People Are Loving It

In late August, officials from Shutesbury announced that they expected testing and verification to be completed in early September. The company hired for installation had scheduled more than 200 premises for September and was making plans to hire additional installers to speed up the process. Shutesbury expects to have most of the town connected to the network by the end of 2019.

In May, 87 percent of the town had already signed up and subscribers have continued to trickle in. Folks in Shutesbury are now beginning to obtain the Internet access they’ve been chasing for more than five years. 

No, Charter, Not You

In 2017, the town rejected a proposal from Charter Spectrum that would have connected 96 percent of the community of around 1,700 people. The offer from the cable comany had come about when the state agency tasked with distributed state funding suddenly had a change of heart. The Massachusetts Broadband Institute (MBI) decided that the big corporate ISPs, which had refused to upgrade services in the area in the past, should have another opportunity to use state funding to build high-quality Internet access infrastructure. Federal Reserve Bank of Kansas City Releases Report on Digital Divide

In July, the Community Affairs Department of the Federal Reserve Bank of Kansas City released Disconnected: Seven Lessons on Fixing the Digital Divide, a report that touches on Internet access, adoption, and affordability. Overall, this is an insightful primer on the digital divide and how banks can help. 

The CRA and the Digital Divide

Banks have a responsibility to invest in disadvantaged communities under the Community Reinvestment Act. The report broadly outlines the state of high-speed Internet access, including the differences between rural and urban access problems, and explains why the digital divide remains so persistent.

Part of the problem is that our data on Internet access and adoption is woefully lacking. The report includes a section on how FCC data overstates coverage and compares it to the ways Microsoft has attempted to verify actual home Internet connections: 

“The FCC’s data measure availability of broadband while the Microsoft data measure broadband usage. The company shared its analysis with the FCC, which is looking at how it might improve its broadband measurements. While the FCC says 24.7 million Americans lack access to broadband, Microsoft found the actual number was 162.8 million.” (P. 26)

Another related problem that the report identifies is that the technology needed for high-speed Internet access seems to be constantly changing. Companies do not continue to invest consistently in rural or low- and middle- income communities, leaving both with last-generation networks. At the Institute for Local Self-Reliance, we've learned from years of research that fiber connectivity has the ability to meet current and future needs.

Closing the Digital Divide

Expanding high-speed Internet access can expand access to banking. The report notes that:

“Among low-income households, research by the Federal Reserve Bank of Kansas City shows that lacking Internet access has a higher correlation to being unbanked than a variety of other characteristics, including employment status and race.” (P. 11) 

Illinois Will Invest $420 Million in Broadband as Part of Massive Infrastructure Plan

In June, Governor JB Pritzker signed the Rebuild Illinois capital plan, a $45 billion effort that will repair and improve all manner of infrastructure in the state. Within the plan, state leaders intend to dedicate $420 million to upgrade and expand broadband infrastructure. Such a significant investment can make a real difference in the state, as long as decision makers adopt smart policies and allow local communities to receive funding for broadband projects.

Gas Tax for Gigabits

An increase in the state’s motor fuel tax will fund most of the broadband initiative. The increase in gas prices at the pump, which took effect on July 1, jumped from 19 to 38 cents. Similarly, a special fuels tax on diesel, liquefied natural gas, and propane increased from 2.5 cents to 5 cents. State analysts anticipate the increase will garner an additional $1.24 billion to state coffers in 2020.

The Rebuild Plan also grants state bonding authority for infrastructure projects and Cook County municipalities are permitted to raise their gas taxes by an additional three cents per gallon. There are also title and registration fees that will contribute to the fund.

As part of the plan, Illinois created the Connect Illinois initiative, which is part of the Illinois Department of Commerce. One of the goals of the initiative's Broadband Office is to provide all K-12 students with high-speed Internet access at no charge. As part of the Rebuild Illinois plan, $20 million will be used to update and expand the Illinois Century Network, which serves K-12 schools, colleges and universities, public libraries, and Internet access providers.

seal-illinois.png Connect Illinois and the initiative’s Broadband Office will administer the grants made possible by the fuel tax increase. The office will also work to determine federal grants that are available and how best to access them to advance the state's goals.

Central Alabama Will See High Speeds Thanks to Electric Cooperative

Central Alabama Electric Cooperative (CAEC) will join the increasing number of electric cooperatives that provide broadband access. They've been developing a plan to build a high-speed network and recently announced more details.

Taking a Phased Approach

CAEC plans to construct the network, named CAEC Access, with a phased approach. Phase 1 will connect the co-op’s 24 electrical substations and six main offices with a 365-mile fiber ring. Electric co-ops use fiber to reliably and securely monitor the power grid, but fiber is also the backbone of high-quality Internet access.

According to trade magazine Alabama living, homes and businesses within 4,000 feet of this fiber ring will be able to request an Internet connection from the co-op. CAEC will take requests from both members and non-members; approximately 10,000 homes and businesses are within this initial area. The co-op wants 35 percent of premises in the first phase boundaries to sign up before commencing construction of the Fiber-to-the-Premise (FTTP) network. Interested residents and businesses can register at caecaccess.com, which requires a $25 fee.

Up to 1 Gig

The co-op uses the early sign ups to track the level of interest in the project and determine where to build next. CAEC is still working on establishing rates and speed tiers but has determined that Internet access will be about $59.99 for 200 Megabits per second (Mbps). Gigabit connectivity for residents and business owners will also be available. All tiers will be symmetrical.

South Dakota Fiber All About the Local - Community Broadband Bits Podcast 369

When rural Internet access providers work together to reach common goals, they improve their chances of succeeding. Groups such as the South Dakota Telecommunications Association (SDTA) help members get organized and pursue common needs together. The SDTA also provides a way for entities to connect with each other, research common challenges, and discover solutions. This week, SDTA Director of Industry Relations Greg Dean talks with Christopher about fiber optic deployment in South Dakota, a place that has more fiber optic connectivity than most people realize.

Greg attributes the healthy state of fiber deployment to the fact that small ISPs, such as municipal networks, networks on tribal lands, and cooperatives, have strong ties to local communities. He discusses some of the advantages in South Dakota, such as a collaboration that resulted in a statewide fiber optic backbone.

Christopher and Greg also spend time talking about funding for rural Internet access and how critical it is for organizations like the SDTA and its members to continue to push for deployment dollars. Greg hammers home the fact that connectivity is more important today then ever in places like South Dakota. He offers a few examples that illustrate situations unique to less populated areas that people who have never lived in a rural region might never have considered.

Chattanooga's EPB Working with Cities, Co-ops to Improve Connectivity

In the Internet access industry, large corporations typically fight to maintain their positions as monopolies. Even if they have no intention of serving certain communities, big cable and telecom companies work to prevent others from gaining a foothold, fearful that they may someday lose subscribers. On the other hand, municipalities that operate publicly owned networks often encourage, mentor, and collaborate with neighboring communities to get people connected. Now, EPB Fiber Optics in Chattanooga is partnering with municipalities and cooperatives interested in offering Internet access.

Working Past Restrictions

Tennessee still prevents municipal power utilities from offering telecommunications services beyond their electric service areas, but state law won’t deter EPB Fiber Optics from doing what they can. Recently, EPB Vice President of Marketing J. Ed Marsten spoke with Telecompetitor. “We’re partnering with some other municipal and cooperative providers to help them get into the business,” Marston said. “We’ve seen a ton of interest.”

EPB Fiber Optics is offering a range of services to potential utility partners as a way to bring better connectivity to more Tennesseans. In addition to consulting services, the utility may be able to provide transport to an Internet point of presence (POP) and offers tech support. When municipalities or cooperatives work with EPB and use Chattanooga’s staff, they can cut operating costs and reduce the time it takes to begin offering services.

In Massachusetts, Westfield Gas+Electric (WG+E) offers similar services to the nearby rural towns that lack high-quality Internet access. Westfield’s Whip City Fiber, however, is not precluded from offering Internet access via local public infrastructure. Like EPB, WG+E also offers consulting services, if municipalities choose to operate their own networks.

A Lifeline to Heath: Why Broadband Matters for Telemedicine

When Daphne Sykes was 21, an accident nearly severed her spine and left her paralyzed from the neck down. At the time, she was a rising senior at UNC-Charlotte getting ready to start a career. During the medical odyssey that followed, she and her family persevered through rehab and occupational therapy, adjusting their routines and their home. Today, almost four years later, she’s a college graduate working remotely as an accountant from her family’s home in rural Cabarrus County, thanks in no small measure to high-speed Internet access.

“She’s been positive throughout this whole situation,” her mother, Lisa Sykes, said. “She’s very energetic. She’s got a dry sense of humor. Her mind is very, very clear. She’s strong in her faith, and very determined.”

The Internet is vital to Daphne’s quality of life. It allows her to do everything from operating the lights in her room to communicating with clients. “Broadband really opens up opportunities to her,” Lisa said.

For Daphne, being able to stay in constant communication with her doctor via email is essential. Like many people with spinal cord injuries, Daphne experiences neuropathic pain, often in the form of pins and needles on her feet, as well as muscle spasms. For these and other ongoing health issues, she takes a variety of medications that need frequent adjustment. A mild cold, or even a thunderstorm, can throw her health off balance. 

High Tech for Farms Highlights Need for High Speed

Farming has gone high tech with feathers, high-speed Internet access, and cutting-edge robots. Jack Kilian a University of Minnesota engineering master’s graduate is behind the Poultry Patrol, a robot for managing turkeys and chickens.

Poultry Patrol, Sign of the Future

The Northfield News covered the story on how Kilian designed the autonomous robot to help farmers with both mundane tasks, such as turning bedding, and important jobs, including detecting diseases. The idea for this handy farm robot came out of a Digi Lab project called the Wild Goose Chaser, a robot used to chase geese off of lawns.

Kilian, however, is far more interested in farming and technology. The Red Wing Ignite center awarded the recent engineering grad $12,500 from the Ag Tech Challenge to fund the Poultry Patrol

Better Tech, Better Internet Access

Agriculture is growing and needs sophisticated technology to manage crops and animals, but that tech works more effectively with better communication, such as high-speed Internet access. Kilian told the Northfield News that the next task is figuring out how to improve Internet access in rural Minnesota.

While some areas of the state are seeing better connectivity, the pace of deployment isn't rapid enough to allow many farmers to take advantage of the innovations in agriculture. Minnesota’s Office of Broadband Development in the Department of Employment and Economic Development is offering $20 million in funding this fall to help close the rural-urban digital divide.

From Pigs to Power, North Carolina Ag Needs Broadband Not Barriers

When rural broadband advocates talk about the connectivity needs of farmers, they often discuss real-time crop prices, monitoring the status of fields, or the ability to submit data-intensive reports. An innovator in North Carolina has a different take on why fast, affordable, reliable connectivity is important to his ag-related business and it involves hog waste. He explains how North Carolina’s municipal networks and cooperatives need to be able to operate without restriction if the state’s agribusiness is to advance.

Methane is Power, but Broadband is a Must

In a recent opinion piece by Mark Maloney, the CEO and founder of OptimaBio writes that his company is developing a method for capturing methane from hog waste and transforming the biogas into electricity. According to Maloney, the pilot program has the potential to expand in order to provide affordable energy while also reducing harm to the environment.

A key element that OptimaBio requires, however, is reliable and fast connectivity, which isn't readily available in many rural North Carolina communities yet: 

The equipment that allows this conversion produces large amounts of data to assist us in understanding operations and avoid downtime.

That data is of no value if we cannot transmit it over a reliable communications network.

Today, without reliable broadband, we use radio signals to get the job done. It’s not ideal.

He describes how weather and trees can interrupt radio signals that must be in line of sight of each other, and how the company must purchase expensive equipment in order to use radio signals. At this stage, there is no other alternative in the rural areas where they operate.

A Chronic Problem

Maloney writes that his company is one of many in the agriculture industry that struggles due to poor rural connectivity in North Carolina. In order to allow agribusiness to pursue innovations that can solve problems and find improvements, the state needs to remove onerous hurdles.

Grays Harbor PUD Connects Schools, Creates Potential, in Washington

Grays Harbor County Public Utility District (PUD) in Washington state has just finished a fiber optic network to local schools and a local industrial park. The county has been strapped for Internet access, and this network is the first step in developing better connectivity to many of the homes and businesses along the route. Elected officials are also exploring new ways to encourage last mile connectivity.

The Need for Internet Access

The options for high-speed Internet access are limited in Grays Harbor County, Washington. About 74,000 people live in there, and about 78 percent of the population reports having some form of Internet access at home, but it's likely those that live in the rural areas don't have access to "broadband" as defined as the Federal Communications Commission (FCC).

The FCC defines broadband as 25 Mbps (download) and 3 Mbps (upload) that meets certain other technical standards. While satellite Internet access continues to improve, satellite connectivity is still expensive, unreliable, and describing it as "broadband" is a stretch.

The FCC's data paints the situation in Grays Harbor County as similar to other areas where those living in rural areas have poor or no Internet access and many within small- or medium-sized towns have little or no choice. About 13 percent of the population have no access to broadband, and another 53 percent live under broadband monopoly. This means there is only a single provider for those people. Approximately 27 percent have a choice, but it is limited to two providers and typically between competing technologies, such as cable and DSL.
