I therefore lay down the following principle: That where a community--a city or county or a district--is not satisfied with the service rendered or the rates charged by the private utility, it has the undeniable basic right, as one of its functions of Government, one of its functions of home rule, to set up, after a fair referendum to its voters has been had, its own governmentally owned and operated service.
That right has been recognized in a good many of the States of the Union. Its general recognition by every State will hasten the day of better service and lower rates. It is perfectly clear to me, and to every thinking citizen, that no community which is sure that it is now being served well, and at reasonable rates by a private utility company, will seek to build or operate its own plant. But on the other hand the very fact that a community can, by vote of the electorate, create a yardstick of its own, will, in most cases, guarantee good service and low rates to its population. I might call the right of the people to own and operate their own utility something like this: a "birch rod" in the cupboard to be taken out and used only when the "child" gets beyond the point where a mere scolding does no good.

When is it coming?
I am new to town and put off ordering cable TV and Internet at the suggestion of my landlord. I've lived with rabbit ears and cell-phone email for 3 months because so many people have told me Fibrant will be worth waiting for. Now August is half over and Fibrant is still not available. Parts of the website haven't been updated in over a year, and the phone number leads only to voicemail. That doesn't seem like a brand new service preparing to sign up customers. When I called Time Warner just to check rates, I was suprised to find their fees in Salisbury are the same as in Charlotte. The TWC rep told me they aren't doing specials in Salisbury because they don't think Fibrant will be available for a very long time still. Should I just give up and get lousy overpriced cable? Is Fibrant being scrapped?

If I recall correctly, the service is expected to be rolled out before the end of the year. The nice thing about the network being owned by the community is that if you call or stop by City Hall, you should be able to get an answer.
I wouldn't trust anything a TWC rep says - not only could they be lying, it is more likely they just have no idea what they are talking about.
And yes, the Fibrant website has been stale for a long time, that is a pity as people clearly want some information on what is happening.
