Ponca City Looks Forward with Fiber - Community Broadband Bits Podcast 391

People with an interest in municipal networks usually know about Ponca City, Oklahoma's free municipal fixed wireless network because it's been around for years. In the summer of 2019, however, community leaders decided it was time to start offering Fiber-to-the-Home (FTTH) and created Ponca City Broadband.

Dave Williams, Director of Technology Service from Ponca City, comes on the show this week to discuss the new utility. Dave and Christopher review the history of the fixed wireless network and the factors that led Ponca City to shift toward FTTH. Dave explains how economic development, changing technology, and an eye toward the future convinced Ponca City that it was time to invest in citywide FTTH for residents.

The city has been able to take advantage of some cost saving strategies with the benefit of decades of technical know-how associated the municipal network and the electric utility. Additionally, they're implementing marketing approaches and customer service techniques that make Ponca City Broadband stand apart from other Internet access providers.

Houston, Missouri, Forging Ahead with Fiber

In the spring of 2019, Houston, Missouri, sent out a call to citizens to share their thoughts on whether or not they'd like to subscribe to Internet access from a municipal network. Less than a year later, the city of around 2,000 people has forged ahead and has hired an engineering firm to begin work on their multi-phase fiber optic project.

Phase One is a Go

Economic Development Director in Houston Rob Harrington says that the city hopes to have the first phase — an eighteen-mile fiber ring that connects city facilities — completed and functional by the end of the summer.

Houston owns and operates a municipal electric utility, which is a big plus for communities interested in better connectivity through publicly owned fiber optic network infrastructure. The Houston Herald reports that the city’s electric utility has brought in additional revenue that, over the last fifty years, has contributed to public improvements in Houston. Houston is the seat of mostly rural Texas County, located in south-central Missouri; the community is about 3.7 square miles.

Another factor in Houston's favor: the city owns the utility poles, which will reduce make-ready time and reduce final cost. A feasibility study, which reported a favorable situation in Houston for a publicly owned Fiber-to-the-Home (FTTH) system, suggested all but about three miles of the first phase of the infrastructure could be deployed on poles. Sewer lift stations, water towers, and other city facilities will connect, which will allow Houston to reduce telecommunications costs. The city will use reserves to fund the first phase of the project.

Redding, California, Looks to Local Opinions About Publicly Owned Network

As Redding, California, aims to bring better connectivity to businesses and residents, they're looking to locals for advice on how to move forward.

As we reported in April, community leaders voted to proceed with a pilot project in their downtown area. Economic development in the downtown area drove the plan, but reducing the cost of Internet access through a publicly owned network and the availability of a more reliable, faster service generated force behind the project. 

In April, the city council decided to explore possibilities and now they're interested in finding out the public's interest in a citywide network for residents. The Vice Mayor, City Manager, and staff from Redding held a public meeting in late November to share information with locals about possibilities. 

"Fiber is an essential element of the future and its economy," Tippin said. "Vice Council Macaulay brought this forward to council and we agreed that we should study this so we've hired consultants and we've been doing a study - looking into cost, what elements should be required and whether it would be beneficial from a community standpoint." 

In order to determine the public's feelings on whether they agree Tippin, the city is asking Redding residents to complete a simple online survey. The survey is six questions about perceived value, current options, and respondents' likelihood of supporting a municipal fiber optic network project.

An Existing Advantage

Coldwater, Michigan, Has Thirst for Fiber Upgrades

The community of Coldwater, Michigan, is considering an upgrade to its existing community network cable infrastructure by investing in fiber optic upgrades to connect homes and businesses. In the coming months, the Coldwater Board of Public Utilities (CBPU) will create a formal recommendation to the city council. If the city moves forward with the project, they plan to replace their current Hybrid Fiber Coaxial (HFC) with faster, more reliable Fiber-to-the-Home (FTTH) infrastructure.

Connecting More Utilities

Last March, CPBU approved a $40,000 proposal for Apsen Wireless to provide design services for upgrading the city’s 1997 fiber backbone. CPBU Director Jeff Budd called for major upgrades in order to maintain reliability, enhance security of the network, and to connect more water, wastewater, and energy utility systems facilities. The connections are necessary to monitor operations and to provide automatic meter reading capabilities. According to Coldwater city staff, by using their own network, the city is able to cut costs by $250,000 per year.

Examining an Upgrade

CPBU also asked Aspen to provide an estimate for the cost of a fiber upgrade for residential and business connections citywide. Aspen worked with Marshall and Traverse City, other Michigan communities that have invested in fiber optic infrastructure for better connectivity. Coldwater is working with Marshall by providing after-hours service calls for Marshall's FiberNet.

Fort Dodge, Iowa, Votes Yes on Muni Broadband Authority

Iowa already has more municipal broadband utilities than many other states and the voters in Fort Dodge decided on November 5th, that that it's time for one more. "Yes" votes came in at around 72 percent of the total while 28 percent of those casting ballots decided against a measure to grant authority for a municipal telecommunications network.

A Copper Island in a Sea of Fiber

In June, consultants described the way Fort Dodge had become "an island of copper in a sea of fiber to the home." Local rural cooperatives around the city of around 24,000 have been investing in Fiber-to-the-Home (FTTH) while incumbents Mediacom and Frontier still rely on old infrastructure to serve the more densely populated city areas. Curtis Dean from SmartSource Consulting noted that people in the rural areas served by the co-ops likely have access to better connectivity than those living within Fort Dodge. The city had hired SmartSource to evaluate the broadband situation in Fort Dodge and make recommendations.

The results of a survey and assessment of connectivity in the community encouraged community leaders to ask voters for the authority to look further into a possible municipal telecommunications utility.

At an October forum, Mediacom representatives argued their case against a "yes" vote on the proposal. Those that attended, offered negative comments to Mediacom about the service they've received from the company. Frontier Communications, another major Internet service provider in Fort Dodge, didn't bother to send a representative to the forum.

Kaysville, Utah, Considering Broadband Utility

In Kaysville, Utah, the city is considering establishing a municipal fiber optic utility in the community of approximately 32,000 people. City leaders are considering the utility fee model, to enhance competition, inspire better rates, and encourage innovation in the community.

A Recurring Issue

The Salt Lake Tribune recently reviewed the plan in Kaysville, where the city council will soon vote whether or not to approve a $26 million bond in order to deploy a citywide publicly owned fiber optic network. Community leaders have determined that a Fiber-to-the-Home (FTTH) network is essential infrastructure for Kaysville. Comcast and CenturyLink serve most of Kaysville; some areas near the city must rely on satellite Internet access. City leaders want to lower prices and improve services by creating an environment for increased competition.

“As I was doing door-to-door campaigning, this was an issue that came up again and again and again,” said Kaysville Mayor Katie Witt, who’s a proponent of the city’s plan to create a fiber optic network. “We need to look down the road and plan for the future and make sure that we have the critical infrastructure in our community.”

The city has reviewed possible options and, after "one of the most vetted and open projects that we’ve worked on," decided that the utility model is best suited for Kaysville, said Councilwoman Michelle Barber.

“That’s what took 18 months of looking at was finding out that there are options, there are a lot of different options and ways to go about this," [Barber] said. “And after evaluating them all, going through a really long process, seeing feasibility, financial models and what’s the best fit, we found this one which we believe to be the best fit for Kaysville.” 

The Utility Fee Model

Kaysville plans to deploy an open access model, which will allow multiple Internet access companies to offer services through the fiber optic infrastructure owned by the community. They will use a utility fee to finance and maintain the infrastructure.

Loveland, Colorado, Announces Pulse Municipal Network

While Loveland’s proximity to Rocky Mountain National Park might be the lifeblood of this “Gateway to the Rockies,” the Colorado city is finding a new heartbeat with its planned broadband network, Pulse.

Loveland (pop. 76,700) announced the name and branding of its new Fiber-to-the-Home (FTTH) network at a launch event on May 30, the Denver Post reports. As part of the Loveland Water and Power department, Pulse will connect the city’s residents and businesses with fast, reliable, affordable Internet access. At the event, City Councilmember John Fogle said, “Bringing broadband to our community is one of the biggest decisions City Council and city staff have made in the history of Loveland.”

Loveland Looks at Broadband

The name Pulse may be new, but Loveland’s planned fiber network has been six years in the making.

Loveland took its first major step towards municipal connectivity in 2015 when 82 percent of voters chose to opt out of Colorado Senate Bill 152, which prevents local governments from investing in broadband infrastructure. Then in the fall of 2018, after working with a consultant on a feasibility study, Loveland City Council decided to move forward with a municipal broadband network. Councilors had originally planned to pose the question to city residents in a special ballot, but with the community’s overwhelming support of the 2015 referendum in mind, they chose to proceed without the public vote.

Local communities in the state of Mississippi have the legal authority to develop publicly owned Internet networks and offer broadband, or any other utility, to the general public. When it comes to bonding in order to financing deployment for broadband infrastructure, however, the law isn’t as cut and dry. In order to stay on the right side of the law, the community of Columbus, Mississippi, decided to obtain permission from the state legislature to issue bonds for a $2.75 million expansion of their existing fiber optic network. Things didn’t work out as well as they had hoped, thanks to powerful lobbying influence in Jackson.

Stuck in Committee

Rep. Jeff Smith is Chair of the House Ways and Means Committee and introduced HB 1741, which would have granted permission for the city of Columbus to issue bonds to fund the infrastructure for better connectivity. Smith, who is also a board attorney for Columbus Light and Water (CLW), filed the bill because past opinions from state Attorneys General conflict on interpretation of the law. Bond attorneys told the utility board that the safest way forward would be to approach the Mississippi State Legislature for permission to bond.

The bill was directed to the House Local and Private Committee, but never received a hearing before the committee deadline of March 28th. According to Smith, HB 1741 had necessary support in the House, but Senate leadership would not let the bill advance:

"We were told lobbyists from Comcast and the other big cable providers had sat down with (Lt. Governor Tate Reeves) and encouraged him to kill three similar bills," Smith said. "He's the president of the Senate so ... when we heard that we knew it wasn't going to make it." 

Lenoir City Utility Board Opens Fiber to Potential Partners in Tennessee

Lenoir City, Tennessee, has actively explored options for broadband for about ten years. After briefly considering broadband over power lines, the Lenoir City Utilities Board (LCUB) decided the time wasn’t right for the utility to offer Internet access to the public. The LCUB, however, is making a move to to open its fiber loop assets to potential partners, hoping to improve service for people in Lenoir City and surrounding areas.

Dark is the Way to Go

At their March 18th meeting, the LCUB members unanimously voted to accept proposals from private sector companies interested in leasing excess capacity on the utility’s fiber loop. According to LCUB general manager Shannon Littleton:

“There’s 80-85 roughly miles of 228-count fiber that’s around the perimeter of our system….We’re utilizing a small percentage of it right now. We plan on using a larger percentage of it in the future. We sat down as a group and decided there’s potentially 100 pair or 200 pair of fiber ... depending on what the board says, that we could put out to the marketplace for a period of time until the electric department decides to take it back for its own use.”

LCUB has already received requests to lease fiber on the network, suggesting potential competition and better options for folks in the rural areas of the LCUB service area. AT&T and TDS Telecom are incumbents with Lenoir City, but in the areas outside of town wired Internet access is difficult to come by.

Loveland Community Leaders Decide to Move on Fiber Project

Until November 6th, community leaders in Loveland, Colorado, vacillated between whether or not to hold a referendum for final voter approval on a muni project. Asking voters to make the final call can remove political uncertainty, but there are times when elected officials have to make the call themselves. When the city opted out of Colorado's restrictive SB 152 three years ago, 82 percent of voters supported the measure. On November 6th, Loveland City Council vacated a previous order to put the issue on the ballot and decided that it's time to move ahead on establishing a broadband utility.

A Steady Hike Onward in Loveland

Loveland’s population is around 77,000 and growing. The city rests in the south east corner of Larimer County, which is located along the north central border of the state. Located about 50 miles north of Denver as part of the Fort Collins-Loveland Metropolitan Statistical Area, the city is organized as a home rule municipality. Other towns we’ve written about are part of the same statistical areas, including Estes Park and Windsor. They’re one of several bedroom communities where residents who live there work in Denver, Boulder, and Fort Collins.
