Three Webinars Offer a Wealth of Learning Opportunities

One silver lining of the ongoing public health crisis is the chance to attend a wide array of virtual events which tackle aspects of community broadband expansion all across the country, in a variety of contexts. This week features three opportunities to hear about what’s going on in Minnesota, Michigan, and Virginia. Read on for details. 

Blandin Foundation Annual Conference

First up is Minnesota-based Blandin Foundation’s annual conference. It’s gone virtual for 2020, and the organization has taken it as an opportunity to shake things up. Instead of a three-day conference, Blandin is hosting four weeks’ worth of events starting Tuesday, October 6th, at 9am CST. 

The conference will feature a combination of panels with updates on everything from technology outreach to telehealth to efforts by community anchor institutions to stay connected, as well as mentoring sessions, regulatory and legislative updates, and feature presentations by leading voices:

Minnesota Rural Broadband Coalition Launches Statewide Speed Test Initiative

If you live in the land of ten thousand lakes, your help is needed. The Minnesota Rural Broadband Coalition has launched a speed test initiative to collect much-needed data from everyone in the state so that lawmakers and stakeholders can better direct broadband expansion efforts now and in the future. Data, Data, Data

The Minnesota Rural Broadband Coalition (MRBC) — which is made up of over a hundred utilities, cooperatives, regional development commissions, nonprofits, private companies, and rural and urban interest groups — has worked for years with local communities and in the state capitol to advocate for more funds and help local communities address Internet access imbalances across the state. The initiative is the latest mark of their efforts, asking Internet users to input their addresses and how much they pay their Internet Service Provider (ISP) to get a better sense of speeds, availability, and prices.

To date, they’ve gotten results from a little over 15,000 tests in 11,000 locations. There are predictable problem areas in the northeast part of the state, and according to the map just under 7% of locations are unserved so far. Saint Louis, Itasca, and Carlton Counties account for the bulk of the tests outside of the metro area, though Minnesotans in Scott and Le Sueur Counties south of the 169 corridor are also putting up a strong showing. 

New 5G Rules Showing Impact in Milwaukee County, Wisconsin

Milwaukee County, Wisconsin, is currently experiencing firsthand the consequences of the Federal Communications Commission’s (FCC's) 2018 preemption of local governments’ authority to regulate 5G infrastructure in their cities. With its initial handful of applications for new small cell transmitters just submitted to the county board by Verizon under the new rules, local officials are grappling with a host of limitations — including fee caps, shorter timing windows, and right of way exemptions — which outline clearly a problem more and more communities will face in the coming months and years.

Less Say, Less Money

We pointed out when the FCC handed down the order in the fall of 2018 that it represented a significant giveaway to wireless carriers while placing additional restrictions and financial burdens on local regulators, most of which are county boards and city departments. Among the most troublesome of the order’s provisions are new 60- and 90-day approval windows for the installation of infrastructure on existing and new wireless facilities, a limitation to annual fee scales for small cell sites set between $100-250, a right now enjoyed by wireless providers to place infrastructure on municipally owned poles and traffic lights, and a rule that says if regulating authorities don’t get to an application within 60 days it automatically becomes approved. The 9th U.S. Circuit Court of Appeals upheld the fee cap in a ruling last Wednesday.

As data changes, we stay current so you can get the most recent information. It's important to be up-to-date, but seeing how broadband and related issues have changed over time also has value. As we release new versions of our report Profiles of Monopoly: Big Cable and Telecom [pdf] with updated information, we’ll connect you with prior publications here.

We published our first profile of the largest cable and telecom providers in 2018, where we detailed the lack of real choices most Americans had when it came to high-quality, reliable broadband. At the time, we found that for the largest Internet Service Providers (ISPs) investment was correlated to competition rather than the regulatory environment. Monopoly ISPs expanded their Fiber-to-the-Home networks only in areas where they faced competition, and rural Americans were left behind as a result. The report includes things like: 

  • Maps of the largest ISPs and their service areas, including where they compete with one another. 
  • Analyses of what broadband technologies are available to subscribers in a given region, and what that means for Internet choice
  • How many Americans are stuck with one of the monopoly cable or telecommunications companies as the sole provider.

Profiles of Monopoly: Big Cable and Telecom

We published our first profile of the largest cable and telecom providers in 2018, where we detailed the lack of real choices most Americans had when it came to high-quality, reliable broadband. At the time, we found that for the largest Internet Service Providers (ISPs) investment was correlated to competition rather than the regulatory environment. Monopoly ISPs expanded their Fiber-to-the-Home networks only in areas where they faced competition, and rural Americans were left behind as a result.

Our 2020 report, Profiles of Monopoly: Big Cable and Telecom finds that these key points remain true, and the report includes a host of new maps to show it.

From the report:  

  • Comcast and Charter maintain an absolute monopoly over at least 47 million people, and another 33 million people only have slower and less reliable DSL as a “competitive” choice.
  • The big telecom companies have largely abandoned rural America — their DSL networks overwhelmingly do not support broadband speeds — despite many billions spent over years of federal subsidies and many state grant programs. The Connect America Fund ends this year as a failure, leaving millions of Americans behind after giving billions to the biggest firms without requiring significant new investment.
  • At least 49.7 million Americans only have access to broadband from one of the seven largest cable and telephone companies. In total, at least 83.3 million Americans can only access broadband through a single provider.

Georgia Launches Trailblazing Broadband Availability Map

As Georgia Broadband Deployment Initiative (GDBI) Director Deanna Perry promised last September, a state intra-agency task force has completed its mapping project of broadband Internet access in the Goober State. It offers a far more detailed look at who does and does not have Internet access — right down to individual homes and businesses.  

Broadband Access Reality Check

The interactive map shows what we’ve known for a long time: that the FCC’s data on nationwide coverage dramatically overstates baseline broadband availability (defined as a connection capable of 25/3 Megabits per second (Mpbs)). This is especially true in rural areas. Georgia’s data, in particular, shows that of the more than 507,000 homes and businesses in the state lacking any access options, nearly 70% of these locations are in rural parts of the state. The reason for this discrepancy is because the GDBI map is based on location-specific data (individual houses and businesses), while the FCC map considers a whole census block served if just one location in that block is served.

Lots to Love, Something to Watch, in Accessible, Affordable Internet for All Act

The U.S. House of Representatives passed the Moving Forward Act, which includes the Accessible, Affordable Internet for All Act, on Wednesday, July 1. The bill is currently in the Senate, where Majority Leader Mitch McConnell has announced his opposition to the legislation, calling it "pointless political theater," and saying, "this nonsense is not going anywhere in the Senate."

Earlier this week, Democrats in the U.S. House of Representatives introduced the Accessible, Affordable Internet for All Act, a sweeping bill that would take major steps toward closing the digital divide.

We reported on the legislation yesterday, but today we want to take a closer look at the bill text [pdf]. Below, we examine some details of how the act would fund broadband deployment and affordable connections for Americans across the country.

Grand Plans to Build Broadband, Connect the Unconnected

Among the investments proposed in the Accessible, Affordable Internet for All Act, the largest is $80 billion to fund the construction of broadband networks in unserved and underserved areas. That amount dwarfs the Federal Communications Commission’s (FCC’s) upcoming $20.4 billion Rural Digital Opportunity Fund (RDOF).

Yesterday, representatives in the U.S. House introduced the Accessible, Affordable Internet for All Act, which calls for the federal government to invest $100 billion to ensure all Americans have access to affordable, high-quality Internet access — a need that has been exacerbated by the ongoing Covid-19 crisis.

The proposed legislation would fund broadband deployment in unserved and underserved areas and provide affordable home Internet access, among other measures meant to reduce the digital divide in both rural and urban communities. It would also remove state restrictions on community-owned broadband networks.

“This bill is an historic effort to address all the causes of our persistent digital divide,” said Angela Siefer, Executive Director of the National Digital Inclusion Alliance, in a statement.

"A Major Leap" Toward Connecting Everyone

New Paper Reveals the Systemic Racism of Rural-Only Government Broadband Programs

For years, federal and state governments have spent billions of dollars on efforts to build broadband networks in underserved rural communities while doing very little to bring home Internet access to unconnected Americans living in our nation’s cities.

A new white paper, released recently by the National Digital Inclusion Alliance (NDIA), outlines how this policy decision has a racist impact — benefiting mainly white, non-Hispanic people while disadvantaging many Black Americans and people of color in urban areas, where the majority of unconnected households are. “This policy is counterproductive, it’s another form of structural racism, and it needs to change now,” Angela Siefer, Executive Director of NDIA, shared in a statement.

To reach their conclusions, the paper’s authors analyzed federal data to find the relative percentage of people by race without home broadband access in both urban and rural communities. Summarizing their analysis, they wrote:

  • In the rural counties which are most likely to qualify for federal broadband funding, people living in households with no broadband — the intended beneficiaries of the government’s ostensible efforts to “close the digital divide” — are mostly “white alone” and non-Hispanic.
  • In contrast, the majority of people living in households with no broadband in the nation’s largest cities and least rural counties — the places least likely to qualify for broadband infrastructure funding or any other federal digital inclusion assistance — are non-white, multiracial and/or Hispanic or Latino.

"Structurally Racist" and "Counterproductive" Policy

NDIA’s analysis found that white, non-Hispanic rural residents are the most likely recipients of federal and state funding to expand broadband in unserved and underserved rural communities. They report that more than three quarters of those who lack broadband access in the most rural counties and more than 60% of the unconnected households in counties with low broadband coverage are white and do not identify as Hispanic or Latinx.

In recent months, we’ve been working with nonprofit NC Broadband Matters to shed light on some of the connectivity issues in North Carolina. The group focuses on bringing broadband coverage to local communities for residents and businesses and have asked us to help them develop the series, "Why NC Broadband Matters," which explores broadband and related issues in North Carolina.

Many of the discussions have struck a chord with folks in other states, especially those with rural regions and those that grapple with the digital divide. This week, we’re sharing a bonus episode in addition to our monthly episodes. Why? Because this conversation is interesting, important, and inspiring.

While he was recently in North Carolina at the Institute for Emerging Issues Forum at North Carolina State, Christopher had the opportunity to sit down with Roberto Gallardo, Ph.D., Assistant Director of the Purdue Center for Regional Development and a Purdue Extension Community & Regional Economics Specialist. Roberto has been working with the state’s Department of Information Technology to develop their N.C. Broadband Indices and examine digital inclusion in North Carolina.

Roberto, who has studied the digital divide(s) elsewhere speaks with Christopher about the overlap between availability, adoption, and infrastructure. He and Christopher look at how data can help communities take a targeted approach at developing a unique strategy for closing the digital divide for their citizens.
