A Pilot Project in Pittsburgh Solves the Problem of Low-Income Internet Access Programs

We’ve written a lot over the last half year about communities around the country that have built fixed wireless networks to bridge the digital divide. Most recently, we’ve seen approaches which look to tackle particular inequalities that fast, affordable Internet access can help to alleviate: in Providence, Rhode Island, for instance, nonprofit One Neighborhood Builders built a network to tackle health disparities among Olneyville residents.

Today we’re covering a project in Pittsburgh that confronts another aspect of the digital divide laid bare by the pandemic: communities where connectivity options exist and low-income programs like Comcast’s Internet Essentials are available, but the minimum speeds offered are insufficient for households where multiple users need to work and attend school simultaneously. In a world where upload speed remains just as important as download speed, asymmetrical 25/3Mbps (Megabits per second) connections don’t cut it anymore. 

Bridgewater State University Connects to OpenCape

CapeNet, the local Internet service provider, on the OpenCape community network is expanding in southeastern Massachusetts. Bridgewater State University will connect to the OpenCape network for more bandwidth and more reliable Internet access.

Connectivity for Education

Bridgewater State University needed to ensure reliable connectivity for its students because many university courses have online, cloud-based, or video components. In fact, nearly every school CapeNet serves requests more bandwidth each year, reports the Bridgewater Wicked Local.

Vice President for Information Technology and Chief Information Officer at Bridgewater State University, Raymond V. Lefebvre, summed up the importance of connectivity for education institutions: 

“We pursued this additional Internet bandwidth in support of teaching, research, collaboration, learning and our residence students.”

More Reliable, Higher Bandwidth

The university already has connectivity through another provider, but wanted a second fiber connection to ensure redundancy. Connecting to OpenCape not only increases bandwidth, but also improves reliability. The OpenCape network traverses an entirely different route than the university’s other fiber connection. 

If the first fiber connection fails (i.e. if the cable gets damaged or equipment goes down), students’ and professors’ work will not be interrupted thanks to the connection to the OpenCape network. The second connection will keep information flowing. Alan Davis, CEO of CapeNet, explained:

“Because the OpenCape Network has virtually unlimited capacity and was designed to eliminate single points of failure, it is a valuable tool for institutions like Bridgewater State.”

The Next Generation Connectivity Handbook: A Guide For Community Leaders Seeking Affordable, Abundant Bandwidth

Gig.U, a collaboration of more than 30 universities across the country has just released The Next Generation Network Connectivity Handbook: A guide for Community Leaders Seeking Affordable, Abundant Bandwidth. The handbook was published in association with the Benton Foundation.

The report underscores the importance of local decision making authority, whether each community chooses to go with a municipally owned model, a public private partnership, or some other strategy.

Blair Levin and Denise Linn also address issues of preparation, assessment, early steps, things to remember when developing partnerships, funding issues, and challenges to expect. They assemble an impressive list of resources that any group, agency, or local government can use to move ahead.

Illinois Munis Partner with Local ISP for Gigabit Network - Community Broadband Bits Episode 160

The southern Illinois cities of Urbana and Champaign joined the University of Illinois in seeking and winning a broadband stimulus award to build an open access urban FTTH network. After connecting some of the most underserved neighborhoods, the Urbana-Champaign Big Broadband (UC2B) network looked for a partner to expand the network to the entire community. 

In this week's Community Broadband Bits podcast, we talk with UC2B Board Chair Brandon Bowersox Johnson and the private partner iTV-3's VP and Chief Operating Officer Levi Dinkla. The local firm, iTV-3, already had a strong reputation as an Internet Service Provider as well as operating other lines of business as well.
