The Challenge of Mobile Only - Community Broadband Bits Podcast 287

With the Federal Communications Commission Republicans poised to redefine broadband to include slow, unreliable, and often bandwidth-capped mobile service, we talk with two high school students from southeast Ohio, Herron Linscott and Lilah Gagne, that have succeeded despite the lack of fixed broadband access in their homes. Soon the FCC may include those homes as having broadband though they clearly don't fit the description of what any sane person would call advanced telecommunications. 

We start off episode 287 of the Community Broadband Bits podcast with Next Century Cities Executive Director Deb Socia, who reminds us why mobile Internet access is not an adequate subsitute for fixed access. Next Century Cities has launched the Mobile Only Challenge - share MobileOnlyChallenge.com around - to highlight the challenges of relying solely on mobile Internet access. 

We then talk to Herron Linscott and Lilah Gagne about their experiences in southeast Ohio as high school students without home fixed Internet access. Both have had to schedule lots of time away from home in order to complete assignments and partake in extra-curricular activities and both offer a window into the importance of connectivity for the next generation.

FCC Considers Mobile Internet Access As Broadband Deployment

Cell phones as a substitute for home Internet service? That’s what the Federal Communications Commission (FCC) suggested in an August 2017 document. Buried within the Notice of Inquiry for the Section 706 Report, the FCC quietly proposed that mobile service could be considered broadband deployment.

In a recent article, Jon Brodkin at Ars Technica dove into why that suggestion is laughable. Mobile Internet service, especially at speeds less than 25 Megabits per second (Mbps) download and 3 Mbps upload, is not equivalent to high-speed home Internet service. 

This proposal also raises concerns for rural communities exploring funding options.

Overstating Rural Connectivity Has Consequences

If the FCC treats mobile Internet access as broadband deployment, rural areas will suddenly look better connected. On paper, the FCC statistics will show that rural America has sufficient Internet access, but the reality in the trenches will remain as it is today - poor connectivity in many rural communities.

A similar situation has already happened in Iowa, where the inclusion of satellite Internet service is now considered broadband access. The interactive FCC 2016 Broadband Deployment Map clearly shows that almost all of Iowa has high-speed Internet access via satellite. One can use satellite service to browse the web, but it has significant limitations, especially when uploading data.

David Young, Right of Way Manager for the City of Lincoln, Nebraska, has been on the show before to tell us about the city's investment in its extensive conduit network and fiber resources. This week David's back to talk to Christopher about a new project that involves improving mobile wireless service throughout the city with small cell technology. Lincoln has recently entered into an agreement with a private provider and, thanks to the resources that are already there, taking the next step to better service in Lincoln is a win-win for the entire community. David and Christopher go through the details and discuss how small cell technology is something local governments can be ready for.

Small Cells Yield Big Results In Lincoln - Community Broadband Bits Podcast 238

We’ve been covering happenings in Lincoln, Nebraska for several years now. The city’s Right of Way Manager David Young joins us for episode 238 of the Community Broadband Bits podcast. David is a returning guest; this week, he’s here to talk about Lincoln’s new venture into small cell technology.

The state imposes restrictions on municipalities in Nebraska. Nevertheless, Lincoln has found a way to make a smart investment in conduit and public fiber to create a welcoming environment for providers. An extensive conduit network and smart local policies in Lincoln have improved competition, expanded access, and now the small cell program is improving mobile broadband.

David and Christopher get into the technology of small cells and why mobile carriers are starting to prefer it over older technology. David describes some of the challenges, processes, and the special considerations communities must address for small ell deployment. Better cell coverage was the first goal of the project, but David describes how improved coverage helps the Lincoln compete with other cities in several ways.

As a resource, David and the city of Lincoln gave us permission to share a Fact Sheet on the project, the Master Lease Agreement, and relevant attachments for the Lincoln small cell project. For local governments considering a similar venture, these documents can help you get started.

Free Press Report Examines Race And The Digital Divide

In December 2016, the Free Press released the extensive report Digital Denied: The Impact of Systemic Racial Discrimination on Home-Internet Adoption. In the 225-page document, Free Press Research Director S. Derek Turner dove into the numbers on race and the digital divide

The report provides a qualitative analysis of the digital divide's disproportionate impact people of color. Turner provides a number of policy solutions addressing both home Internet access and mobile Internet access.

Home Internet Adoption: A Continuing Divide

The digital divide refers to the gap between those who have access to information technologies and those who do not. Analyzing both U.S. Census Bureau data and FCC deployment data, Turner found that:

While 81 percent of Whites and 83 percent of Asians have home internet (counting wired and wireless subscriptions alike as “home” access), only 70 percent of Hispanics, 68 percent of Blacks, 72 percent of American Indian/Alaska Natives, and 68 percent of Native Hawaiian/Pacific Islanders are connected at home.

Even after accounting for differences in income, education, age, geography, and job status, communities of color have not adopted high-speed Internet services at the same rate as White folks. There remained a gap of six to eight percent between Hispanic, Black, or Native American households and White households.

Mobile-Internet Adoption: Model for Possible Solutions

Turner, however, noted that mobile Internet adoption did not sustain this same rate of digital divide. In some cases, low-income households of color have equal or higher levels of adoption than low-income White households. Explaining the difference between the adoption rates for home Internet service and mobile Internet service, Turner credited the wireless marketplace’s competitive prices and the prepaid or resold services offered.

Call to Action: Support Stronger Rules for Mobile 911

An increasing number of Americans are abandoning their landlines for the convenience and economy of mobile devices. Unfortunately, doing so also makes it more difficult to locate the caller in an emergency. In order to correct the problem, the FCC has proposed a stronger set of rules that will increase location accuracy for 911 calls.

As can be expected, 911 Dispatchers and First Responders support the proposed rules. Public Knowledge recently wrote about the changes that could save an additional 10,000 lives per year.

Currently, wireless companies are not required to use specific cell tower information to lead emergency medical personnel to an apartment or the floor from which a call originates. They need only to supply specific information if the call is made from outdoors. As more and more people depend on mobile devices, both indoors and out of doors, our rules need updating.

Public Knowledge has posted a call to action to support stronger rules and ensure more successful rescues:

As a result of consumers’ growing reliance on wireless and reported failures in locating callers on time, the FCC has proposed rules that require carriers to give 911 dispatchers callers’ locations within 100 meters after their first connection with a cell phone tower, and 50 meters after the dispatchers search using location accuracy, such as GPS. They have also included a requirement for vertical location, or the ability to find what floor and building callers are located in.

We encourage you to read and sign the petition drafted by Public Knowledge and to let the FCC know that policy needs to keep pace with technology.

Spencer Municipal Utilities Expands Upgrade to Fiber in Iowa

Spencer Municipal Utilities (SMU) in Iowa is expanding an upgrade project to bring fiber to approximately 2,000 additional premises. A little over a year ago, we reported on the switch from coax cable to fiber for 700 municipal network customers with no rate increase. According to the Spencer Daily Reporter, the original project is almost completed; the expanded upgrade will cost approximately $4.5 million.

Amanda Gloyd, marketing and community relations manager, told the Daily Reporter:

Since SMU first began offering Internet service to customers the amount used by customers has increased and we expect to see that continue. For example, the average peak usage from customers in the fall of 2010 was 125MB and today it averages around 800MB with maximums over 1,200 MB. The project to convert the whole town of Spencer will take several years and we continue to develop plans for future projects.

In April, the SMU Board of trustees approved a modest rate increase for video and Internet access to help defray increased costs for video content and increased demand on the system. The last time rates went up for video service was early 2013; residential Internet access rates have remained the same since November 2011.

New rates went into effect on June 1. Internet access rates range from $20 per month for 1 Mbps/256 Kbps to $225 per month for 100 Mbps/10 Mbps. Basic level video service begins at $14 per month; "Basic Plus" is $50.75 per month. Digital service and a range of channel choices are available as add-ons.

SMU also provides voice and partners with T-Mobile to provide wireless phone service in the community. The network began serving customers in 2000.

Wireless Commons Part 2: The Possibilities of an Open, Unlicensed Spectrum

In the first part of this series, we discussed how spectrum could be better managed to allow far greater communications capacity, but only if the FCC abandoned its traditional approach of auctioning spectrum to carriers for monopolistic use. In this part, we’ll discuss how devices could take advantage of a new approach to spectrum management and how it might help to circumvent gatekeepers, whether corporate or government.

With increased unlicensed use of the spectrum, an astonishing range of possibilities emerges. Mobile devices could communicate with each other directly, without reference to a central node controlled by a telecom company or monitored by a government. Access points could be strung together wirelessly to create decentralized ad hoc networks, with each device forwarding data from every other, creating a seamless network throughout an entire neighborhood or city. Commotion Wireless is already attempting this on a small scale with just the existing spectrum.

Such networks already exist in a few places, but access to more unlicensed spectrum and permission to use stronger signals would allow them to grow, potentially creating a more decentralized and democratic way to share information and access the internet; an end-run around data caps, future “fast lane” policies, and other drawbacks of relying on one or two telecom oligopolists as a network owner and gatekeeper.

Another exciting possibility for unlicensed spectrum use can be found in emerging Ultra-Wide Band technologies. These allow devices to use a large swath of spectrum at very low power to send information in bits and pieces over short distances, somewhat similar to bitTorrents, and could allow for nearly instantaneous exchange of gigabits of data. All of this is dependent, however, on access to spectrum with the right characteristics, such as low frequency TV bands that can penetrate physical obstacles like walls or trees especially well.

Municipal Networks and the Future of Wi-Fi Hotspots

Mexican Village Takes Control With Community Cellular Service

"In Mexico we have a saying: 'don't ask to be breastfed!'" laughs local radio presenter, Keyla Ramirez. "We have the satisfaction of no longer having to ask them: 'Please, come and install a service for which we're going to pay you'."

One Mexican community is exercising its self-reliance muscle to create its own cell phone network. A recent BBC article introduced us to Talea de Castro, a small coffee-producing village in Oaxaca. Community members repeatedly appealed to Mexico's main cellular networks to install an antenna in their village. 

America Movil and other large telecoms would only bring the service to the village if they installed electrical lines and new roads. Without those improvements, the trip was not worth the investment to the telco giants. Without the means to make the improvements, the small mountain community was without cell service.

Citizens decided cell phone service was a necessity so held a village meeting. Keyla Ramirez from the local radio station told the BBC:

"Communication. From the very start, that was our principle objective as a collective," she explains.

"Sometimes there might be an accident in the fields and, before, people couldn't let anyone know.

"They'd be cut off if the river was high or if they'd been bitten by a snake and couldn't make it back to the village. Now they can call their families and they'll come and help them."

Local radio personnel brought information to the meeting about cellular equipment the community could install themselves. With help from non-profit Rhizomatica and a US-based company, villagers installed the equipment and began the Talea Cellular Network. People of the village perform maintenance and keep the network live.

Calls and texts in the the village are free and calls outside the area cost significantly less than rates from the big telcos. Entrepreneurs use the network to boost business and families are no longer cut off from each other.
