Save the White Spaces! From Public Knowledge

The FCC is now contemplating how much newly freed spectrum to retain for public use and how much to auction off to private companies for their exclusive use. Public Knowledge is leading the effort to ensure we retain enough shared spectrum to unleash more innovation and public benefits rather than simply padding the profits of a few massive firms that already control plenty of it.

In addition to the Gigabit Libraries Network's White Spaces Pilot Project, we have shared white space technology stories from North Carolina and New York

Public Knowledge recently created a video on the prevalence of spectrum in our lives, included below. Most of us take for granted the fact that shared (or unlicensed) spectrum permeates our culture. 

Instead of sitting by while the resource is auctioned off to the highest bidder, Public Knowledge has also created a petition to retain the spectrum needed for white space technology to spur more innovation. From the petition:

One of the most promising new technologies uses the empty spaces between television channels, the so-called "TV white spaces" (TVWS). The United States currently leads the world in this new technology. In the few short years since the FCC approved use of the TVWS, companies have built and shipped equipment to bring needed broadband to rural communities, creating jobs and expanding opportunities.

...

We call on the FCC to set aside 4 reclaimed TV channels, or 24 MHz, for TV white spaces. This will still leave the FCC more than enough to auction to wireless companies for their commercial needs. By reserving 24 MHz of "unlicensed" spectrum across the country for TV white spaces, the FCC will encourage further innovation in wireless services and foster the growth of next generation WiFi contributing billions of dollars in new products and consumer savings.

Colorado and Mississippi Test White Space Technology

We recently reported on the WhiteSpaces Pilot Project from the Gigabit Libraries Network (GLN). In order to find out the results in the trenches, we contacted two participant communities: Delta County, Colorado and Pascagoula, Mississippi.

The project connects libraries with vendors that supply equipment tapping into what has been television spectrum, or "white spaces." A Wi-Fi signal travels farther on white space spectrum and can travel through obstacles such as buildings and trees. 

The five libraries in the Delta County Libraries system serve a community of approximately 30,000 people. Most residents live on farms or in small towns scattered throughout the county. The libraries all offer free Wi-Fi and serve as places to socialize, connect, and hold community meetings. Library District staff installed the equipment in the library in Paonia, population 1,500.

TDS Telecom and Skybeam offer limited Internet access in the area, but many people do not live in the service areas or cannot afford the steep rates. John Gavan, IT Manager of the Libraries system, predicts that 90% of visits to the facilities focus on Internet access.

When the Delta County Library in Paonia closes down every night, the parking lot is usually filled with people tapping into the library's free Wi-Fi. The GLN WhiteSpaces Pilot went live in Paonia in October 2013. The library's Wi-Fi now sends a signal down the main street in town. They recently created a second hotspot to extend free Wi-Fi even farther. The community hopes to transmit the signal to a park located one mile from the library so summer festival vendors can to use the Wi-Fi for credit card transactions.

Gavan describes the technology as an easy set-up with minimal tech support from the vendor. The terrain in Delta County includes significant hills and trees. The ability to send the signal through obstacles is a major plus in Paonia, where the terrain can be challenging. As an IT Manager, he especially appreciates the ability to monitor and manage the white space network from any Internet connection.

The pilot project will run through 2013. Delta County Libraries will then have the option to purchase the equipment or to return it to the vendor. In Paonia, the equipment will cost approximately $5,800. According to Gavan, it is a small price to pay for the benefit the community receives from the technology.

Unfortunately, tough economic times have negatively impacted budgets in Paonia and Delta County. A proposed mill levy that would have paid for the equipment did not pass. One of the area's major employers - a coal mining facility - announced it will soon be closing down. The loss of jobs will remove $400 million worth of income from the region and community leaders are understandably concerned. Gavan and the Delta County Libraries have launched a Kickstarter campaign to raise funds to keep the equipment. They realize access to the Internet will be even more crucial as people search for employment.

In Pascagoula, Mississippi, the School District is also a pilot project participant. In addition to extending the school's Wi-Fi, the coastal community will explore public safety uses. Pascagoula was affected by Hurricane Katrina in 2005 and community leaders are considering white space technology for disaster readiness preparation.

Pascagoula also plans to use the technology to replace a DSL connection to their Adult Learning Center. According to Toby Bradley, School District Network Administrator, the connection will triple the bandwidth and save approximately $200 per month in service charges. Bradley notes:

We approached the pilot a bit differently than the other applicants, in that we were looking at rapid and easy deployment for both permanent and portable connections at a variety of locations that we cannot justify permanent Internet connections to our fiber network or the high cost of leasing services from an ISP on a regular basis. 

As time goes on, we will discover more sites, and expand our TVWS equipment inventory. It fills a niche between very expensive dedicated links, or expensive service contracts. We have also worked on simplifying setup and teardown, and we can have a remote site up and running in less than 10 minutes. Testing remote locations has allowed us to pre-program locations, sources of electrical power, antenna positioning, etc. 

Badley describes the technology as promising but notes that performance levels are inconsistent. He sees a fair degree of trial and error as the community learns the limits of the technology.

White Space Pilot Project Brings Basic Internet From Library to Residents … For Free!

The Gigabit Libraries Network (GLN) has orchestrated a pilot project to optimize white space technology for connectivity in and near community libraries and schools. We discussed this approach on our most recent podcast with Don Means, coordinator of the project.

White spaces wireless, sometimes referred to as "Super Wi-Fi" or "TVWS," can provide limited access in rural areas with limited funds and limited connectivity options. The technology is still in the development stage but creative people working in community libraries are finding new ways to use it.

GLN's goal is to bring next generation connectivity to all 16,000 libraries in the U.S. The organization grew out the 2007 "Fiber to the Library" Campaign from the Community TeleStructure Initiative. The initiative is a collaboration of institutions of higher education, corporations serving the higher education technology market, and related entities. GLN advances the idea that anchor networks, like those at the library, are cost effective ways to serve populations and to create middle mile access.

"White spaces" are the unlicensed low-frequency spectrum that was reserved for television signals prior to digitization of television. (If you are REALLY old, like me, you remember the "UHF" and "VHF" dials on the ol' black-and-white.) As we transitioned to digital TV, the spectrum was abandoned. White spaces differ from traditional point-to-point wireless spectrum because they do not require a line of sight. Buildings, trees, or other obstacles do not stop the signals. Thurman, New York, and New Hanover County in North Carolina use white space technology for limited Internet access in their areas.

White space technology is not a replacement for next generation high-speed networks but can operate as a complement to an existing connection, expanding the reach of a library's free Wi-Fi. The network is not mobile but can be used for a nomadic fixed wireless remote as on a bookmobile. Early testing of pilot networks indicates the signal provides an average of 5 Mbps from the anchor station throughout the hotspot, depending on the conditions. The technology provides a basic level of service for email and web surfing. Users cannot stream video or use bandwidth hungry applications but when a user has no other access, "The value of the first Mbps is worth more than the next ninety-nine," says Don Means, GLN Coordinator.

GLN published an open call in July 2013 to libraries seeking proposals for innovative uses for white space technology. Sixty communities submitted proposals, surprising them by the volume and creativity of proposals. GLN considered a variety of factors, including innovative ideas that would benefit the community, the presence of access to backhaul to support the Wi-Fi, and accessibility of Internet access.

Ultimately, they chose six respondents to participate, including the Humbolt County Library in California; the Skokie Public Library in Illinois; Pascagoula, Mississippi; Delta County Libraries in Colorado; the University of New Hampshire WhiteSpace Consortium; and several libraries in the Kansas City, Kansas Public Library System. When the pilot is complete the libraries will have the option to purchase the equipment or to return it to the vendor. Prices vary from $5,000 - $8,000 for a base station and one to three remote location equipment packages. The Paonia, Colorado, library has created a kickstarted campaign to raise the funds for purchasing the equipment. 

White space is not yet available for commercial use, making it ideal for a pilot project. Unlike traditional Wi-Fi, white space technology requires cognitive radios to function. There are three FCC Certified TVWS Databases: iconnectiv, SpectrumBridge, and Google. When a device is activated, it connects with one of those databases to find available channels. Each device must be certified with one of those databases to access a chanel. At this point, there are no vendors that have certification for the equipment they provide. Once the vendors receive certification from the FCC, commercial use will follow. 

According to GLN, the distance between many U.S. library branches is consistent with the reach of white space technology, approximately five miles. If plans to connect them all include schools as base stations or remotes, much of the United States could have access to free, basic Wi-Fi Internet access.

The idea of reserving some of this spectrum for public use has been debated. The idea of an extensive free "network of networks"  sounds radical at first blush. Here is Harold Feld and his Tales of the Sausage Factory blog:

Hmmm . . . . a best effort “network of networks” voluntarily exchanging traffic through the use of common protocols . . . that sounds vaguely familiar.  Why yes, that’s the Internet! The “network of networks” that runs on best efforts. And some of us are old enough to remember when the idea of millions of independent networks voluntarily agreeing to exchange best efforts traffic would become a meaningful global medium of communications was laughed at, sneered and scorned by the carrier world and the Collective Wisdom generally. “Who on Earth would manage such a system? How could you get connections? Why would people possibly put meaningful traffic on a best efforts and therefore inherently unreliable network? Don’t sell the bike shop Orville, that’s just crazy talk!”

The idea of self organizing networks, where each individual network contributes some resource because it derives benefit of some sort from the contribution, happens around every day. If you are reading this blog post, then you are participating in and using precisely the same kind of network that would emerge from making enough high-quality spectrum available for bigger, better WiFi.

Means describes libraries as "natural community laboratories for innovation." As gathering places in the community that are funded with local dollars, libraries are the ideal place for white space experimentation on a local level. We'll follow this story with another post next week looking at some of the pilot projects.

Don Means on Libraries and White Spaces - Community Broadband Bits Episode 79

This week, Don Means joins us to talk about public libraries, their role in the modern era, and an interesting pilot project involving several libraries and white spaces wireless technology. Don is the coordinator of the Gigabit Libraries Network and has a passion for both libraries and expanding Internet access to all.

We offer some basic background on "TV white spaces" wireless technology (see our other coverage of that technology here). The pilot libraries in this project are using white spaces as backhaul from a library branch location to nearby areas where they have created Wi-Fi hot spots.

Libraries involved with the project are located in Kansas, New Hampshire, Colorado, Illinois, Mississippi, and California.

Hey FCC: Time to Expand Unlicensed Spectrum!

Remember that Washington Post story about bigger, free Wi-Fi networks? It went hugely viral with all manner of outlets picking the story up, unintentionally distorting it, and amplifying it.

Some good has come of it. For one thing, I was reminded that Ars Technica does a really good job of tech reporting, better than anyone else in my estimation. Cecilia Kang offered a follow-up story to clarify the original that should help more people to understand what is at stake.

But more importantly, we saw a lot of media coverage about something really important, whether we allocate future spectrum for everyone to use (much like Wi-Fi) or will we reserve it just for AT&T, Verizon, or another big corporation?

Harold Feld has a strong opinion on the matter:

This past week, we’ve had quite the discussion around Cecilia Kang’s WashPo piece describing a plan by the FCC to create a national WiFi network by making the right decisions about how to allocate spectrum between licenses for auction and what to leave available for the unlicensed TV white spaces (“TVWS” aka “Super WiFi” aka “Wifi on steroids”). As Kang describes, the FCC’s opening of sufficient spectrum for TVWS could lead to “super WiFi networks (emphasis added) around the nation so powerful and broad in reach that consumers could use them to make calls or surf the Internet without paying a cellphone bill every month.”

Needless to say, the article faced much pushback, despite a subsequent Washpo clarification to indicate the FCC was not, actually, planing to build a network. Amidst the various critics, there were some general defenders of the concept. My colleagues at EFF noted that increasing the availability of open spectrum for WiFi-type uses , and my friends at Free Press argued that such a free public wifi network (or, more accurately, series of networks) is in fact possible if the FCC makes enough good quality spectrum, suitable for broadband and usable out doors, available on an unlicensed basis.

I will now go a step further than any of my colleagues. I will boldly state that, if the FCC produces a solid 20 MHz of contiguous empty space for TV White spaces in the Incentive Auction proceeding, or even two 10 MHz guard channels that could nationally produce two decent sized LTE-for unlicensed channels, then we will have exactly the kind of free publicly available wifi Kang describes in her article. Or, “Yes Cecilia, there really is free national public wifi. Don’t let the haters and know-it-alls tell you otherwise.” ...

I wrote a much shorter, far less impressive piece for the Media Action Grassroots Network that embraces a similar argument:

You know how you can buy a simple little device for as little as $30 now to set up your own Wi-Fi network that creates an easy in-home network? Imagine if your neighborhood could do that too!

Wi-Fi works in your home because the federal government, which manages how the public airwaves are divided for various uses, decreed that a small slice of spectrum would be unlicensed - sitting there for anyone to use however they wanted. But that spectrum is not suited for a neighborhood-wide network. ...

And we have seen others take notice as well, including the Baltimore Sun Editorial Staff:

The companies who oppose the FCC's plan argue that the agency's mission to serve the public interest would best be achieved through the revenues from an auction of the airwaves. The last such auction, in 2008, generated nearly $20 billion for the government. That's a substantial amount of money, to be sure, but the relatively small portion of the spectrum that the commission now proposes to leave open to unlicensed use would be worth only a fraction of that — a pittance compared to the economic activity that could be generated through the creation of new products and services to take advantage of the unlicensed spectrum.

Therein lies the danger. The big wireless lobbyists are pushing Congress and the FCC hard to ensure that they get the licenses. Republicans in particular are arguing that we need the billions (perhaps 3-5?) of dollars that an auction would fetch for the treasury. This would be a terrible tradeoff.

I doubt that anyone has a handle on the value of Wi-Fi, but it is orders of magnitude higher than a onetime infusion of a few billion dollars. How much would you pay any given day to use Wi-Fi? Multiply that by over 200 million people. And this new spectrum could allow bigger networks than Wi-Fi supports -- an even greater potential value!

Verizon and AT&T know this, of course. They will gladly spend billions to ensure that we are stuck paying far more for services from them than we can build for ourselves if only we are allowed to use our spectrum to do so.

Write your elected representatives to support increased unlicensed spectrum.

Community Broadband Bits 18 - Dewayne Hendricks

Dewayne Hendricks is a serial entreprenuer, innovator, and wireless expert. Wired magazine labeled him a broadband cowboy back in 2001. And he is our guest on the 18th episode of Community Broadband Bits.

Our discussion focuses on the promise of wireless technologies and how a few entrenched interests in DC (the big broadcasters and wireless telephone companies like AT&T) are preventing innovative approaches that would dramatically improve the capability of all our modern technologies.

Hendricks is a prolific tweeter that comes highly recommended from us. And he has kindly recommended two papers readers may want to read following our conversation: David Weinberger's "The myth of interference" and Paul Baran's "False Scarcity" [PDF].

Wally Bowen: Open Wireless is Essential Infrastructure

Once again, we are reprinting an opinion piece by Wally Bowen, founder of the nonprofit Mountain Area Information Network based in Asheville, North Carolina. The op-ed was originally published in the Asheville Citizen-Times.

Once upon a time, Internet enthusiasts made the following comparison: the Internet is to 21st-century economies what navigable waterways and roads were to 19th and 20th-century economies.

But what if our rivers and highways were controlled by a private cartel which set tolls and dictated the make and model of our boats and vehicles? It’s unthinkable, of course. Yet over the last decade, a cartel of cable and phone companies has gained this kind of control over more than 95 percent of Internet access in the US.

In response, many communities have built municipal broadband networks. The cartel, in turn, has persuaded legislatures in 19 states, including North Carolina, to pass laws prohibiting municipal networks.

Scholars call this the “enclosure” of the Internet, similar to the enclosure of rural commons by private owners in 18th and 19th-century England. This trend includes smart phones and tablets which are locked down and controlled by licensing agreements. By contrast, the personal computer is open to innovation. You can take it apart, experiment, and create new functionality. You can also download your choice of software, including free open-source programs.

The full impact of this corporate enclosure of the Internet is still to come, but evidence of it is growing. Consider e-books. When you purchase a real book, you enjoy “first sale” ownership. You can resell it or use it as a doorstop. You can do anything with it, except reproduce it. But when you purchase an e-book, your options are limited by a license that can be changed any time by the vendor without your consent.

With an enclosed Internet, we become renters rather than owners. Our freedom to experiment and innovate, while not totally lost, is governed by gatekeepers and licensing regimes.

But there is a way around the Internet gatekeepers: “open wireless” networks using unlicensed spectrum.

Most spectrum used for smartphones is licensed to, and controlled by, the telecom cartel. By contrast, the free Wi-Fi we enjoy in coffeehouses is unlicensed and free for anyone to use and experiment with. But this spectrum has a very limited range. In 2008, therefore, the FCC approved the “TV white spaces” (TVWS) for unlicensed use. Often called “Wi-Fi on steroids,” this superior spectrum has a far greater range and capacity than conventional Wi-Fi.

Last December the FCC approved the first TVWS device. This new technology can provide seamless coverage throughout a city like Asheville, thereby creating a viable alternative to the cable/phone company cartel. Here’s a sampling of what’s possible via “open wireless” technology:

* “Buy local” advocates use open-wireless to run mobile payment systems that keep money in the local economy and reduce the burden of credit card fees on local merchants.

* “Green energy” advocates use open wireless to transform the corporate “smart-grid” to a “micro-grid” that empowers local innovators and entrepreneurs to promote conservation and new sources of energy.

* A hospital in Ohio is field-testing a TVWS network for its emergency room. When EMS vehicles are in range, patient information and vital signs are automatically transmitted ahead to the ER staff.

These creative and local uses of the Internet were possible because of open-wireless technologies. No one had to ask permission of a network owner or pay rent to a license-holder.

For “Smart Cities” and local self-reliance advocates, open-wireless networks are essential community infrastructure. “Community wireless protects our freedom to innovate and problem-solve in ways that keep money and jobs in the local economy,” says Christopher Mitchell, director of the Telecommunications as Commons Initiative for the Institute for Local Self-Reliance.

Since 2003, the nonprofit Mountain Area Information Network (MAIN) has operated an open-wireless network, but its reach and capacity have been limited. With the imminent arrival of the TV “white spaces” technology, MAIN is launching a $50,000 capital campaign to convert its wireless network to TVWS. This new technology is estimated to have a range of 15-20 miles with speeds of 10-15 megabits per second.

As the telecom cartel tightens its grip on the Internet, MAIN and its partners envision Internet access for Asheville and WNC that protects civil liberties and preserves the freedom to innovate for local inventors and entrepreneurs. Thurman, New York - White Space Test Case

Thurman, New York, like many other rural communities, has little or no access to broadband. Many of the 1,219 residents still use dial-up. According to a recent town survey, less than 25% of the population has connections that could be described as high-speed. Thurman, however, will soon be tapping into an uncommon source for connectivity - so called White Spaces.

In a recent PostStar.com article, Jon Alexander reports that the community is now moving forward with a plan based on using the unused radio spaces between television networks to provide access. It was only recently that the FCC approved the method. The Town Board just approved a resolution to dedicate $20,000.00 in state economic development grants. The funds, about two-thirds of grant funding, will be used to test out the technology in the northern and western sections of town. If the experiment proves successful, additional funding for a build out will need to be allocated.

Thurman, which lies entirely in the Adirondack Park, has been largely ignored by private telecom investment. With such a sparse population, the Town is used to being overlooked. In fact, Federal surveys often show Thurman as uninhabited. Town Board Member Leon Galusha told Alexander, “Believe it or not, people do live here.”

Because the geography of Thurman is hilly and tree-covered and the town's population is spread out, the town is a perfect place to test the White Spaces technology. White Spaces do not require line-of-sight, as in some wireless technology, and vegetation or walls do not interfere with the signal. The technology is becoming more popular in Europe, but has only been used sparingly in the U.S. In order to use the White Space, the town will need access to Frontier Wireless' fiber optic lines, which run through town.

Because the technology is so new, and Thurman could prove to be a test case for other small towns,  the move has attracted attention from state officials. Talks with the Governor's staff and a presentation at one State Rep's broadband symposium have put Thurman in the spotlight. Town Supervisor, Evelyn Wood, tells Alexander:

“A lot of people are watching,” she said. “That’s why we have to do this right.”

North Carolina County Turns on First White Spaces Wireless Network in Nation

A local government in southeast North Carolina is the first entity to deploy a "Super Wi-Fi" white-spaces broadband network. New Hanover County, North Carolina, owns the network that was developed by Spectrum Bridge.

New Hanover County and The City of Wilmington do not plan to charge people to use the WiFi capability made possible by the new network. As long as the service is free neither they nor other municipalities deploying the technology are likely to run afoul of anti-municipal network legislation that has been adopted in some areas.

Recall that North Carolina passed a law last year to limit local authority to build networks that could threaten Time Warner Cable or CenturyLink's divine right to be the only service providers in the state (even as they refuse to invest in modern networks).

These white spaces are sometimes called "Super Wi-Fi" because the public knows that Wi-Fi is wireless and therefore anyone can quickly grasp that "Super Wi-Fi" is newer, better, and perhaps even wireless(er).

According to the FCC, these vacant airwaves between channels are ideal for supporting wireless mobile devices. The FCC named the network “super Wi-Fi” because white spaces are lower frequency than regular Wi-Fi and, therefore, can travel longer distances.

New Hanover County is deploying the super Wi-Fi in three public parks, starting with a playground area at Hugh MacRae Park on Jan. 26, followed by Veterans Park and Airlie Gardens. Other locations in Wilmington, N.C. — located in the county — will also have access to the new network.

According to Wilmington Mayor Bill Saffo, the city has a fiber network to support municipal applications, and they are now using wireless technology (over the TV white spaces) where they cannot deploy fiber, for example, in environmentally sensitive areas such as wetlands where they want to monitor water quality in real time. The city is also using the wireless network for Department of Transportation cameras which monitor a parkway (where there is a drawbridge) for traffic accidents and heavy traffic flows. With wireless cameras streaming live video to DOT offices, they can send emergency vehicles and adjust the timing of the traffic signals to manage the flow of vehicles.

The benefits of the network appear to mainly center on more efficient government:

Another application is the ability of the city to turn off the lights in sports fields (ball park, soccer field) shortly after a match. They have installed wireless cameras to see if people are still using the ball park and if not, they turn off the lights remotely (for example, an employee can do this from his home). In the past, the lights would remain on even hours after a match is over. The city expects to save $800,000 per year in energy costs alone.

Don't Sell the Public Airwaves to the Highest Corporate Bidder

During the recent budget negotiations, one plan called for taking valuable wireless spectrum that is intended to be used as a commons and auctioning it off the massive corporations to monopolize. Rather than enabling a whole new generation of wireless technologies that would create countless jobs and ongoing opportunities for innovation (some have described it as Wi-Fi on steroids), it would have created a one-time cash infusion while further consolidating the incomparable market power of AT&T and Verizon. Preserving as much spectrum as possible as unlicensed commons allows communities, small businesses, and activists to build the wireless networks they need because they cannot afford to license spectrum for their sole use.

Wally Bowen wrote the following op-ed urging a more sensible approach. Fortunately, the spectrum auction was dropped from the plan - but it will undoubtedly come up again. This was originally published in the Charlotte Observer on July 31 and is reprinted here with permission.

U.S. House Republicans are pushing a proposal to sell off some of the nation's most valuable real estate as part of a debt-ceiling deal, apparently unaware of the harm it will do our economy.

This real estate is a portion of the public airwaves so valuable that it's been called the "Malibu beachfront" of the electromagnetic spectrum. This lower-frequency spectrum, previously reserved for broadcast radio and TV, is far superior to "Wi-Fi" frequencies used for Internet access - and for innovative devices ranging from microwave ovens and cordless phones to garage-door openers and baby monitors.

This prime spectrum can deliver broadband speeds that support high-definition video for telemedicine in rural and other underserved areas. This spectrum is especially plentiful in rural America, and could help connect millions of low-income citizens to affordable broadband services. It could also spark a new wave of high-tech innovation and job-creation far greater than the Wi-Fi boom of the last 25 years.

The genius behind the first wave of Wi-Fi innovation was unlicensed spectrum. Though these higher frequencies were once considered "junk bands" by radio engineers, designating them for unlicensed access gave innovators the freedom to experiment. It also gave investors incentive to take risks in launching new products.

Unfortunately, the GOP-backed plan would gut the huge market potential of this high-octane spectrum by selling it to the highest bidders: incumbent carriers more interested in shutting-out competition than in igniting the next great high-tech boom. Once auctioned, the spectrum would be licensed, creating enormous barriers-to-entry and disincentives for innovators, entrepreneurs and investors.

Oddly, House members pushing this auction plan - inappropriately called the "Spectrum Innovation Act" - acknowledge unlicensed spectrum's market advantage. But their mechanism for providing unlicensed spectrum is bizarre.

The bill would allow companies - and presumably the public - to place bids for this spectrum either as licensed or unlicensed. This never-before-tried auction would then pit the highest bid for licensed spectrum against the sum of all bids for unlicensed use. If the latter exceeds the former, the U.S. Treasury would reap the proceeds and the nation's economy would reap the rewards of the next unlicensed Wi-Fi boom.

But common sense should red-flag this auction scheme as unworkable. Even if companies and concerned citizens attempted to coordinate bids for unlicensed use, laws against collusion would have to be set aside. And why would smaller firms risk their money if they can assume larger firms like Google and Microsoft will do the heavy-lifting? Clearly, this proposed auction scheme is cover for a cynical spectrum-grab that would rob us and future generations of this prime electromagnetic real estate.

Let's hope lawmakers come to their senses quickly and dismiss the lobbyists pushing this self-serving scheme.
