New Videos From DC-Net and DC-CAN Highlights Benenfits All Over the City

We have brought you news about DC-Net before and have even highlighted the community network in our report, Breaking the Broadband Monopoly. Now we want to draw your attention to some videos they have produced.

Free WiFi hotspots all over town, secure indoor WiFi for government staff, and hundreds of miles of fiber throughout town are just a few of the advances DC-Net has made toward ubiquitous and reliable connectivity. DC-Net is a tremendous example of a publicly owned network providing the highest levels of performance for its subscribers.

DC-Net has released a video highlighting their advancements in DC and how their work has positively impacted the community.

The second video is from Don Johnson, Director of DC-Net, presenting some info on DC Community Access Network (DC-CAN) to a Ward 5 audience. DC-CAN is an initiative to bring broadband to the underserved areas in DC with middle-mile connections. From the DC-CAN website:

The DC Community Access Network (DC-CAN) will bring affordable, value-added broadband services to over 250 health, educational, public safety, and other community anchor institutions primarily in broadband underserved areas of the District. It also creates a high speed middle mile network for last mile service providers to deliver affordable broadband access to residents and businesses in underserved areas.

DC-CAN already has 67 miles of fiber laid as a backbone and four city MegaPOP sites are now connected to the 100G backbone. From Ciena, one of DC-Net's private sector partners:

With this new infrastructure in place, DC-Net has already connected 49 new Community Anchor Institutions to the network and upgraded 52 existing anchor sites. Community anchors include charter schools, health clinics and other health care providers, community-based training programs, after school and early childhood development programs, libraries, and public safety sites.

DC-Net anticipates having 291 of these Community Anchor Institutions connected to the DC-CAN infrastructure by June, 2013.

AllCoNet Pioneers Muni Wireless in Maryland

Two hours northwest of the nation’s capital lies rural Allegany County, in western Maryland on the border with Pennsylvania.  In the mid-1990s, before cable internet was even widely available, the county launched a successful wireless carrier network that would expand into an envied public model.  In 1996, the State of Maryland offered financial assistance to wire public schools.  They used a wireless solution due to the high costs of fiber-optic cables then. To raise funds and pool grant dollars from the Appalachian Regional Commission (ARC), the school partnered with fellow agencies Allegany County, Allegany County Library System, and the City of Cumberland.  The new Allegany County Network (AllCoNet) placed its first wireless antenna atop the courthouse, the county’s highest point, and launched the network at a cost of $4.3 million.  

The network that evolved into AllCoNet began with far more modest goals than restoring prosperity to the county. In 1996, the State of Maryland offered financial incentives to help wire public school buildings for fast Internet access. But connecting the public schools with fiber-optic cable would have been prohibitively expensive. As an alternative, Jeff Blank, the microcomputing and networking supervisor for Allegany County Public Schools, suggested a wireless network in which signals would be transmitted via microwave relays, traveling from one high point to another. Mounting the first antenna at the top of the Allegany County courthouse, one of Cumberland's high points, seemed only logical, and so began a common-sense venture in interagency cooperation. The early justification for such a network was rooted in the private sector avoidance of building in rural areas but also the pressing demand for economic growth and good broadband technology being just outside the nation’s major eastern cities.  To eliminate the Digital Divide, AllCoNet looked to provide carrier class, affordable service to public entities like government and schools while upholding an open access model to let private companies serve the public at reasonable costs -- avoiding massive infrastructure debt.  

With the information economy building into the 2000s and private sector interest increasing, the partnership decided to expand the wireless network to residents. Where AllCoNet1 is an intranet connecting public facilities and schools, AllCoNet2 would serve to provide connections to residential and business customers, capable of delivering business level speeds across a large area.   Verizon meanwhile continued to refuse to upgrade its own services. 

To fund some of the expansion costs and oversee the implementation, the partnership selected a “technology transfer partner,” Utah-based Conxx.  The expanded wireless network using Alvarion was completed in 2005 at a cost of around $4.5 million, funded primarily by state and local sources.  The network maintains an open access model for private retailers. AllCoNet2 was created to provide that "refused" new telecommunications infrastructure for Allegany County, and it has been very successful. AllCoNet2 satisfies both new (Internet) and legacy (T-1, T-3) telecommunications requirements of businesses and is providing innovative new services such as Open Access Broadband Internet Access, Public Safety Mobile Broadband, as well as being an extremely cost-effective telecommunication backbone for public agencies such as the local library system, school system, and county government. AllCoNet2 is beginning to have a positive economic impact. Private telecommunications carriers, looking at the prospect of losing a potentially valuable market to a public-private hybrid service, are talking about offering competitive rates. Shankle, the AllCoNet chair and county/public school system IT chief, hopes that some of the big names in the telecommunications industry will choose to become ISPs via the AllCoNet2 network. County commissioner Stakem doesn't conceal his pleasure at being invited to dinner by executives who once brushed off pleas for cheaper service. "I think a lot of those big companies didn't think we could do it," he says. "Guess what? Now some of them are saying, 'We think maybe we can do something for you down there.' (ARC Magazine)

Today the network consists of 14 towers providing coverage to 85% of residents and 95% of businesses centered around Cumberland.  Over 40 government entities and non-profit organizations benefit from internet services.  Two retail providers, SkyPacket and TWR, serve about 75,000 residents. The PharmaCare Network connects residents directly to its local pharmacies. AllCoNet is scalable to other remote services, such as public safety and wireless metering.  The partnership hired a consultant to study how much users would pay in the private market for the same level of service and found that users are saving around $840,000 annually with AllCoNet.  The network has proven so effective that nearby Frostburg State University is connected with its 6,000 students.

More Details from the Incredible Santa Monica City Net

Santa Monica's approach to building community owned broadband that puts the community first has been wildly successful. They have not focused on providing residential connections, and likely will not in the future, focusing instead on meeting their municipal needs and businesses to spur economic development.

They can deliver up to 10Gbps to businesses that need it and they have connectivity throughout the City for whatever projects they choose to pursue. This includes free Wi-Fi in parks, controlling traffic signaling (prioritizing mass transit, for instance), and smart parking applications. On top of all that, their investments have saved more than a million dollars that would have been wasted on slower, less reliable connections provided by leased lines.

In the matter of controlling traffic signals, Santa Monica wants all intersections with fiber-optics.

Arizona Avenue, the Mid-City area and the city's office district will all be getting makeovers if the City Council approves two contracts that will connect 40 signalized intersections to City Hall's centralized traffic control system.

The work represents the fourth phase in a five-phase effort to connect all of Santa Monica's intersections using fiber optic cables. Some signals will need to be fully replaced, while others can get by on smaller upgrades, according to the staff report.

Around 45 minutes into the interview, Jory Wolf talks about the ways the free Wi-Fi network promotes local businesses in partnership with a Buy Local campaign. I was thrilled to hear this as a colleague of mine at the Institute for Local Self-Reliance is a great friend of buy local campaigns because they are proven to help the small, independent businesses that contribute so much to communities.

-Though the city provides Internet access directly, it also makes the network available to third-party providers on an open-access basis. “The incumbents have chosen not to use our assets,” Wolf says, explaining that larger providers are often reluctant to operate over networks where they cannot control the user experience and that their marketing and support organizations are not geared to using other companies’ networks. 


However, other ISPs have shown interest in the network now that it is becoming successful. Currently, two ISPs offer services generally over the network, and other ISPs serve the Santa Monica offices of businesses that they deal with in other locations. Wolf says, “We have the opportunity to handle the business any way they prefer. … We’re not an obstacle; we’re an enabler. We don’t see ourselves as competitors, but as filling a void.” 


City Net’s revenue from current business customers totals about $300,000 per year, enough to fund network operations and maintenance and to support an extensive system of free Wi-Fi hot spots throughout the city. Wi-Fi is now available at parks, beaches, libraries, public buildings and other open-space areas. On any given day, about 2,000 of Santa Monica’s 87,000 residents use the 27 Wi-Fi hot spots. 


The city also has $190,000 of its capital funds remaining, which it uses as a revolving capital improvement project account. This account funds construction for network expansion, which is repaid by customers as the network is extended to their premises. 


An indirect benefit of City Net is that it has forced competing networks to lower their prices. Wolf’s office estimates that nonparticipating providers have lowered their bandwidth prices by 20 percent or more, making bandwidth generally more affordable throughout the city. “If that’s all we had accomplished, we’d feel that we’d done what we intended,” Wolf says.

Santa Monica's City Net Recognized by Ash Center at Harvard Kennedy School

We have frequently encouraged communities to learn more about Santa Monica's approach to incrementally building a publicly owned fiber-optic broadband network, which has just received another award. The Ash Center at Harvard's Kennedy School selected Santa Monica as one of their top 25 Innovations in Government.

The program was selected for this award in the economic development category for the network's effectiveness in attracting technology companies to the city and supporting existing Santa Monica businesses with a leading edge broadband infrastructure, city officials said.

Santa Monica City Net's model is being replicated by the cities of Burbank and Long Beach, and is in review by Chicago and Calgary.

As we explained in Breaking the Broadband Monopoly, Santa Monica started with an I-Net on which they could not run commercial traffic and slowly built their own network that had no conditions on how it was used. In the past, this network has received the "Significant Achievement Award" from the Public Technology Institute (PTI).

This press release recaps some details from their network:

The City created a telecommunications master plan and built a fiber optic network that connected 59 buildings used by the City, Santa Monica-Malibu Unified School District, and Santa Monica College. Savings realized by this project enabled the City to construct its own municipal fiber optic network, Santa Monica City Net, to support traffic cameras, security cameras, real-time parking advisory systems, a traffic signal synchronization system, and real-time mass transit signs. The City also leases dark fiber and lit services to local businesses for affordable broadband.

The results of Santa Monica's advanced broadband initiative are a reduction in construction costs of new broadband service, an increase in purchasing power of connected local businesses, and a broadband market expansion for global Internet Service Providers that now offer service to small, medium and large commercial buildings. The program also supports an environment for local businesses to compete in the global economy with cutting edge network solutions.

The PTI is a national non-profit technology research and development organization based in Washington, DC, representing local governments. The PTI Technology Solutions Awards is a national program recognizing local governments that use technology to increase revenues, improve service to their community, save tax dollars, or improve management. 


Venturing Into the Rights-of-Way: I Own What???

This is the first in a series of posts by Rita Stull -- her bio is available here. The short version is that Rita has a unique perspective shaped by decades of experience in this space. Her first post introduces readers to the often misunderstood concept of the Right-of-way, an asset owned by the citizens and managed mostly by local governments.

In the process of knitting a baby blanket, a whole ball of yarn became tangled into this mess. . . .

. . . reminding me of the time, in the early eighties, when I was the second cable administrator appointed in the U.S., and found myself peering into a hole in the street filled with a similar looking mess—only made of copper wires, instead of yarn.

Why talk about yarn and copper wire in the same breath on a site dedicated to community broadband networks? Because it was the intersection of ‘art and cable’ that got me started in the ‘telecommunications policy’ arena, the same kind of thinking that continues today in our tangled telecom discussions: Is it content or conduit, competitive, entertainment, essential, wireless, landline, gigahertz, gigabits?

I transferred from the Recreation Department to launch the city’s cable office as an experienced government supervisor with a Masters in Theater. My employer and I thought cable TV was the ‘entertainment’ business and I had the requisite mix of experience and skills to manage one of the first franchises awarded in 1981.

Yikes. Imagine my surprise on discovering that cable was a WIRE LINE UTILITY using PUBLIC LAND, which each citizen pays TAXES to buy, upgrade and maintain! And, our three-binders-thick, cable franchise was a ‘legal contract’ containing the payment terms for use of our public rights-of-way, as well as protection of local free speech rights. I was thirty years old, a property owner who had never thought about who owned roads, sidewalks and utility corridors.

Rights-of-way are every street plus about 10 feet of land on each side. That land belongs to everyone in the community. Rights-of-way are a shared public asset—sometimes called part of our common wealth.

The reason we all own rights-of-way, over four million miles of it, is so essential services such as roads, water, gas, electric, and telephone are available, universally—another legal concept—new to me — meaning ‘used by and available to everyone’. We co-own roads and utility corridors to transport ourselves, our goods and services and now our information—essentials required for survival in a developed nation.

Local, state and federal governments manage land assets on our behalf, as follows:

  • 75.2%: 3 million miles of rights-of-way are managed by local governments—towns, cities, counties, villages, parishes, townships.
  • 20.5%: 820,000 miles of rights-of-way are managed by state governments.
  • 4.3%: 172,000 miles of rights-of-way are managed by the federal government.

Important Business Notes Regarding Rights-of-Way

  1. To be in business, phone and cable companies must locate their lines in public rights-of-way. Wireless companies must connect towers for ‘signal backhaul’ via landlines. So wireless carriers also use rights-of-way. Customers can’t buy cable, phone, mobile or any Internet services—can’t stream videos—without an Internet Service Provider (ISP) owning or buying ‘landline’ capacity.
  2. Telecom is a natural monopoly. The first telecom occupant in the rights-of-way gains tremendous advantage, making it difficult for competitors to finance duplicate infrastructure. In the past, when the threat of competition reared its ugly head, operators used their market dominance, as the incumbent in the rights-of-way, to drastically slash prices, retain customers and force nascent competitors out of business. Once the competitor is eliminated, rates can be doubled or tripled, leaving consumers without the option of changing providers.

Arguably, rights-of-way are the most valuable land asset in the nation. Now that you know you’re the proud owner of four million miles of rights-of-way, what do you think telecom occupants pay to use it?

Do you know that:

  • Phone companies generally hold hundred year leases, some in perpetuity, and pay nothing to use rights-of-way. Only the old basic phone rate is regulated. Offered in a duopolist market, most revenues are generated from unregulated phone-line services. Your phone company charges whatever it wants for business and residential service packages, late fees, security deposits, etc., while paying nothing to use your rights-of-way. This reality means that we, as taxpayers, subsidize phone companies by giving them free land.
  • Originally, cable operators, because they were offering entertainment services, set the precedent for paying a fair price to occupy rights-of-way. In the late 70’s/early 80’s, as a result of the mostly non-exclusive, franchise competitive-bidding wars, operators agreed to pay the following to use rights-of-way:
    • Up to 5% of gross revenues,
    • Dedicated institutional networks (I-Nets),
    • Public, education and government (PEG) access channels and funding for facilities, equipment, video production training.

From 1980-1985, thousands of local governments monitored the private sector’s deployment of millions of miles of coaxial cable plant in public rights-of-way. In this phenomenal five-year, local, public/private, collaborative undertaking to ‘cable the country for TV’, the U.S. became a ‘wired nation’, as envisioned in Ralph Lee Smith’s seminal book of the same name.

You Did It! … Or did you?

Don’t get all excited about local governments’ successful rights-of-way management – even though it resulted in cable operators wiring the country in five short years. And don’t kid yourself that local governments can effectively leverage their valuable land-use powers in negotiations with telecom incumbents.

Time for a REALITY CHECK:

  • Among the wealthiest and most powerful in the country, the telecommunications industry spends tens of millions of dollars, annually, lobbying to retain free use of rights-of-way land.
  • Once the country was wired in the early eighties, the cable industry spent the next thirty years lobbying federal and state legislatures to void franchises and eliminate as many payments for using community-owned rights-of-way as possible.

Legal Jargon

Creatively designed telecom regulations confound legislators, confuse consumers, and distort the national discourse. Current regulatory language contorts our understanding of what telecom is and its importance in our lives. Simply stated, telecommunications means the transporting of information on connected networks of boxes (engineering shorthand for computers and switches) and wires, located on poles or under streets.

Today we hear a cacophony of marketers, profiteers, duopolists and plain old crooks – purposely confusing us with: it’s voice - video – data - information – fiber – coaxial cable – wireless - WiFi – broadcast TV – satellite – streaming video - 4G - WiMax - radio – cell phone –- gigahertz – gigabits – megabits – digital - Internet – etc. The list goes on.

As fraught with engineering/marketing jargon as telecom laws are, none address the convergence of digital, Internet and fiber technologies — a convergence that means all information formats—voice, video and data are transported by the same myriad, interconnected wired and wireless networks.

The telecom industry’s lobbying goal is free use of rights-of-way to protect duopolist markets. Twenty states adopted franchising laws depriving local jurisdictions of regulatory authority, thus confiscating communities’ assets and reducing accountability to consumers.

The industry aggressively lobbies for state laws that prohibit or severely constrain jurisdictions use of rights-of-way, specifically to block deployment of next-generation telecom infrastructure: fiber-to-the-premise networks.

Wildly Escalating Telecom Costs for Public Services

When the industry lobbies for state laws that void in-kind services such as I-Nets, the cost can be enormous for the communities they serve. For example: Years ago, a California city, with a population of ninety-thousand, connected thirty municipal facilities, schools, colleges, universities, hospitals and libraries with its institutional network, provided as partial payment for rights-of-way use. When state franchising voided local requirements, the cable operator began billing the city $45,000 a month to use the institutional network. Over the fifteen-year life of the franchise, the operator expects to collect a whopping $8.1 million dollars from the city (thus the taxpayers), instead of paying to use the community’s rights-of-way.

Extorting Future Public Resources

Currently, the industry is lobbying states to PROHIBIT governments from building fiber-to-the-premise (FTTP) networks. Not only do telecom companies refuse to universally upgrade existing wire lines and provide I-Nets, they now want to prevent communities from becoming self-reliant by building their own networks (as in North Carolina and South Carolina, for instance).

Don’t be fooled into thinking that telecom regulations benefit some larger public goal. The U.S. lags behind developed nations in broadband deployment because we are not using rights-of-way to build FTTP infrastructure. We need to ‘catch up’ to competitor nations, where residents, as well as business, buy affordable, bidirectional broadband at gigabit speeds.

We must clean up our tangled regulatory mess, reclaim use of rights-of-way and build the FTTP networks needed to create jobs and compete in a global economy -- starting with JULIET (Joint Underground Location of Infrastructure for Electric and Telecom) [pdf]).

UTOPIA Expanding into Centerville with Broadband Stimulus Award

Centerville is finally getting the fiber-optic network it wanted, after many years of waiting. UTOPIA has started work to expand its network, first to community anchor institutions and then to residents and businesses. UTOPIA had previously stopped expanding after problems with its business plan, management, and the intense opposition of incumbents Qwest and Comcast as well as other anti-government groups.

UTOPIA trucks have started working in Centerville this week, putting in hub and connector points that will help bring the long-planned fiber optic network to public institutions in the city.

Though this will also lay the groundwork for bringing the network to residents, the current phase of construction is covered by grant money that only involves government institutions. Construction on residential connections won’t begin until sometime this summer.

Centerville has been stuck with considerably less reliable wireless connections that do not offer anywhere near the capacity of fiber-optic cables. The network will go beyond the typical anchor institutions (e.g. City Hall, muni buildings, and often schools) to connect traffic lights as well -- an increasingly common approach.

After this phase, UTOPIA will begin expanding residential connections -- but they will prioritize areas that show the most interest in taking services.

Before the summer construction begins, residents should expect to see an information and advertising push explaining the different companies offering services on the UTOPIA network and seeking those wishing to sign up for the services (though UTOPIA and the UIA maintain the network, they offer no services. Outside companies, such as XMission, use the network for their services).

Placing the advertising before the construction will determine whether or not there’s enough demand to justify the expense of laying in the network in a given area.

UTOPIA continues to impress even past critics with its new management and approach.

DC-Net Looks to Expand

Following 9/11, Washington DC built a muni fiber network for government use.  We wrote about it Breaking the Broadband Monopoly -- noting its strong record of success.  The Washington Examiner has noted that DC-Net is looking for expansion opportunites.  

The city invested $87 million into D.C.-Net to get there. It now has 350 miles of fiber optic cable connecting city agencies at 355 locations in all eight wards. More than 33,000 District employees use it every day, and it handles calls to the emergency 911 call center and the city's 311 information line. The District also hasn't spent a dime on it since 2007. Instead, the network runs on a surplus, which is reinvested into its infrastructure, officials said. Now, the city stands to earn millions by leasing access to the network out to federal agencies.

While private companies constantly claim that local governments have no capacity to run fiber broadband neworks, DC-Net has proven not only can munis run these networks, they can offer faster speeds, lower prices, and better reliability.  Now DC-Net has a $1.6 million contract with US Office of Personnel Management.  

Martin County Explores Uses for Network It is Building

Martin County, Florida, is building a county-owned network (that we wrote about back in September) in response to gross overcharging by Comcast for the connections they need to connect their City Departments.  

The County Commission voted unanimously Tuesday to allocate $100,000 to pay experts to advise county officials about ways the new broadband network the county government is constructing could be used to generate revenue as well as promote economic development and job creation.

Precision Contracting Services of Jupiter started construction on the $4.2 million network in January and is expected to finish the project by January 2012. The network is expected to serve 280 government, public safety, educational and health care organizations.

Having committed to building a network to meet their own needs, they are now searching for ways to leverage that investment to best meet community needs.  They will evaluate laws, conduct a survey of residents and businesses to find what their needs/desires are, and possibly develop a business plan.  

Last Monday, the day before the planned vote, a Comcast regional VP had the gall to ask the County Commissioners to delay their vote.  No thanks Comcast, these folks have waited long enough for the broadband they need, that you have no interested in delivering in a timely nor affordable manner.  On Tuesday, the Council voted unanimously to approve the contract.  

Good for them.

FCC Survey: 80% of Schools/Libraries Have Insufficient Broadband Connections

The Federal Communications Commission released the results of a survey of libraries and schools, the 2010 E-Rate Program and Broadband Usage Survey - announcement here [pdf] and full report here [pdf].

As critical as we are of the FCC, I would like to note that the FCC is doing a better job of collecting data than it did in the past.

I want to highlight a few interesting pieces from the report. Of the respondents, only 21% of schools and 13% of libraries have connections riding on fiber-optics. Half of schools and libraries are stuck on T1 lines.

Schools and libraries reported 63% and 65%, respectively, connections that were under 10Mbps. Considering these connections are likely serving many concurrent connections, they should have faster connections.

The question is why they want faster connections. Only 20% say their current connection completely meets their need to conduct online testing and assessment applications - with another 44% saying it "mostly" meets those needs.

These gaps represent a tremendous opportunity for growth - communities should be building their own fiber-optic connections to connect these key institutions and ensure they will have affordable, fast, and reliable connections well into the future. By owning the network, these institutions will have greater control over future costs and their capacity to take advantage of even newer applications.

The FCC should favor locally owned networks to encourage self-reliance instead of never-ending subsidies to private carriers who have little incentive to lower prices and increase investment.
